Yes, the 1.4x makes it a 280-700mm f8 with AF on compatible bodies. Nikon says the 1.7x and 2x can also be used, though no AF with those.
I have the AFS 200-500mm and I would not use it with a TC (not even the 1.4X). This is not a \"fast\" lens and the IQ would decrease significantly with an extender.

This thread is pretty good evidence that the IQ with the 1.4 TC is pretty amazing given good lighting conditions of course.
