That\'s true, but for t/s a far bigger image circle is needed, one that\'s more comparable with medium format. Or to put in another way: a larger FoV when shifting.
This is my understanding as well. It seems like it took Canon a little time to sort out the abberations and challenges caused by tilt/shifting to max levels. I\'m sure it is easy to just make a larger image circle, but not so easy to make one that is very sharp and free of distortion/abberations. Also think that corner-corner sharpness is more important on a TS lens since they tend to find a lot of use in architectural and tilting for max DOF.
