Saba aka OldProf with his recent post reminded me to put this thread together.
I saw this last summer. Suffice to say that the tern was freed and it flew seemingly unharmed.
In that particular section of Ontario lake, Common terns fish a lot, often in the proximity of the shore. There is also a good number of casual/opportunistic anglers who never catch anything because there is no big fish to be had there. Most of them fish without a proper permit. Real pros do not waste their time in spots like that. The government authority with jurisdiction doesn\'t seem interested in enforcing the fishing regulations in that place.
