Glass for sure. If you are going to completely rearrange, might be a good time to go full frame. If you are set on crop, consider a 40D instead and upgrade to the 17-55 f2.8 IS.
If you want to step up in camera bodies, consider a used 1D series body. Really excellent ones can be had for a good price. 1Ds MK II sells for under 2,000, and i paid $600 for a 1D MK II with 15K actuations just a month ago. Then, you will have something to hold all that good glass.
Try renting a few of the lenses you are considering, and seeing what you think. I would prefer to spend the money on lenses unless there's something you really want a new body for. If you need better high-iso performance, better AF, better FPS, or micro adjust, that's what you get with a better body.

Doing lots of thinking. Right now this is what I am leaning towards. I really don't think I will be wanting FF any time soon, so:
50D on AMAZON.................999.00
Canon 70-200 f/4 IS USM.......999.00
Tamron 17-50 2.8..............400.00
Already have 100mm f2.8 macro USM
Sandisc Exteem III 16 gig 85.00
Total.........................2483.00
You are going to be buying the 70-200 regardless of the body upgrade. why not get it ahead of time and see how you like it on the XSI. You will notice a big change in the camera and then you may not even want to upgrade body. Personally I am hoping that the 60D has better high iso image quality then I would like to upgrade from my rebel....Show more →

Now beginning to wonder if I should keep the XSi and buy some REALLY nice glass (70-200 f/4 IS and a Canon EF-S 17-55mm f/2.8 IS USM) instead of the 50D body.
