I cannot see what the problem is with rotation in Photoshop. Lightroom treats the files that you work on as raw, leaving the originals untouched so just do the same in Photoshop. Open as raw in ACR, then while using the crop tool in ACR just press and hold down Ctrl, now you can draw a line in the image to level the horizon or vertical then release Ctrl. The image is rotated and cropped in one quick operation
