Only if it's usable at that full stop. My 17-40L is very usable and nice at f/4, but the 16-35 mkII I tested was not pleasing at f/2.8. Had to take it to f/3.5 before it was on par with the 17-40L, and that's just not acceptable.
Canon f/2.8 zooms are nice when you get that "right" sample, but a nightmare when you don't.
