You definitely don't suck. You can always improve, but so can everyone else.
In this case, you might want to try a smaller aperture and longer exposure. Maybe get the car lights nice and blurred, get a little star effect going on the bridge lights (just a little)? Also, you might try (assuming you had a tripod) getting two shots (lighter and darker), so you can lighten the bridge while keeping the rest darker and without getting lots of noise in the image. Hope the ideas are useful to you.

Thank you much For the feedback, I really appreciate it. I did take a couple of overs and unders so now I need to exposure blend, which is a technique I need some serious practice on anyway. If I get this better, I will repost.
