i print 12x18 and buy the mats and frames in bulk online. the only problems is they won't ship glass that big, so you end up getting polycarb instead of glass.
I've found framedestination.com's frames for 13x19 prints to be pretty nice. They're about $50 including frame, backing, mat and glass(plexi). An artist friend of mine used them and said she liked the frames but found the mats a little hokey, so she threw away their mats and used her own and was happy. The frames for 13x19 are, I believe, 20x26 outside dim.

I've just had to print 20 - 12x18 inch images for a show I'm doing. I ordered from www.framedestination.com which sells complete sets - 18-24 inch black metal frames with mattes for images - 12x18 with glass and backboard and hanging supplies. Excellent quality with prices lower than $30 per for each kit. I was very impresssed with the quality.

I think $150 is too much for just a frame with a mat!
I got my niece picture framed from Arttoframe. I loved its quality! Rather my sister loved it so much that she ordered another one from there as well!
I'm sure you will like too! They are not even expensive because the price starts only from $11. You can pick a frame of your choice and get them delivered at your doorstep!
