Was that actually made by Leica or just a branding? They had several consumer cameras back in the day that were not all so impressive. 110 was inherently crappy due to the tiny film format and a step backwards from 126.

The clip will answer your questions...
As for 110 being crappy? Depends on the camera.
Shot with my Rollei A110:
It's not a big surprise. If the rumors I've heard are true, they explored rebranding Kodak's disc cameras, but I think that format died before they got very far with it.
I loved 110 when I was a kid. My dad's business partner brought me a Pentax Auto 110 kit back from a trip to Japan, and my eight year-old self found it perfect. Easy to load, easy to use, and most certainly started my obsession with different glass.

I thought it was never released because they couldn't find anyone willing to sign the certification card.
That would have been an easier one to sign as the 110 cartridge is self contained so no chance of film scratching.
Then again, it is Leica so they would have found a way.

Recently Leica rebranded the Fuji Instax. And in the past all their non Minilux p&s cameras were made by Minolta, Samsung. Panasonic etc.
