"Present talons" is a phrase used to describe a behaviour in raptors, including eagles, where a bird turns upside down in mid-air and extends its claws, typically during territorial disputes, courtship displays, or in self-defence when attacked by another bird.
Crows, ravens, and many songbirds do the same.
Unfortunately I did not get both eagles completely in the frame in #2, 3, & 4. In those shots, an eagle swooped down on one that was sitting on a floating log. In each case, the eagle presenting its talons ended up falling back into the water.
