I'm new to Vision 3 and would love recommendations on a good developer where you can mail in the film. I'm in Northern California.

Get the new AHU stuff and just send it anywhere for C41. ECN2 is not necessary.

Kodak recommends ECN2 development of the new AHU films. The resulting C41 result also differ from ECN2. You can find YouTube videos that carefully compares these two development regimes.

I’ve only used one lab and it was horrible. My negatives were returned in a paper envelope covered in dust and the film had many bubbles baked into the film.

Yeah. You can look at samples and see what look appeals to you more. Since ECN2 is designed for printing to masters like Vision 3383 (projection) it doesn't develop as densely as C41 which was intended for printing. Both scan pretty well though.
