So I had a transaction where I bought a camera via PayPal using goods and services. I got an invoice but the transaction turned out to be fraudulent (scammer up and disappeared).
PayPal took $400 for the transaction out of my balance and the rest ($5100) from my credit card company (secondary payment).
When I figured it was a scam I immediately filed a complaint with PayPal AND with my credit card company.
The credit card company ruled in my favor and refunded the $5100.
PayPal closed the issue with me as a winner but has not refunding me my $400.
I’ve been in contact with customer support but their most recent response was to contact the seller for my $400. (WTF!?!?)
There seems no way to escalate this with PayPal so I’m wondering if anyone here has any thoughts on how I might go about this.

File a complaint with the FBI@IC3 dept. File a complaint with the Federal Trade Commission and also see below. With the Govt in shutdown, this might take awhile.
Also contact your State's Attorney General for Consumer Affairs and your states Banking Commission.

This. I’ve been completely screwed by PayPal twice in transactions where I was clearly defrauded as a seller, and because I missed one checkbox out of about a dozen to qualify for their seller protection policy, they said sorry, you’re out of luck. Never again. They are a horrible company.

So I have been on now 3 calls with paypal....The first one they said there was nothing they could do. Second one with paypal they said they would file a complaint for the $400 for me and I should receive confirmation within a day. Confirmation never came.
Third call they understood and are going to try internally to get my money back. I should hear back in a week or so.
Advice to people....DO NOT DO SPLIT TRANSACTIONS on PAYPAL. If you use your credit card fully or paypal fully, you are way more likely with G&S to be protected.
I'll continue to update....If I don't get satisfaction with my dillagence here I'm going to go the BBB and my local representative and seek legal advice (it's more principal at this point, but I do know a few lawyers)
