I am in the process of setting up a new computer that I built. I want to move my LR presets and PS actions to the new machine. Is there a way to do this? I have the photography plan through Adobe. Thanks.

"Locations of Presets in Adobe Software
Presets in Adobe software are stored in specific folders depending on the application and operating system:
Adobe Photoshop:
On Windows, user presets are typically stored in Users[user name]AppDataRoamingAdobeAdobe Photoshop [version]Presets[feature name].
On macOS, user presets are stored in Users/[user name]/Library/Application Support/Adobe/Adobe Photoshop [version]/Presets/[feature name].
Default presets that ship with Photoshop reside in the Photoshop program folder.
Adobe Lightroom Classic:
On Windows, presets are stored in C:Users[user name]AppDataRoamingAdobeLightroom[preset or template folder][preset or template filename.lrtemplate] or in C:Users[user name]AppDataRoamingAdobeCameraRawSettings for XMP presets.
On macOS, presets are stored in /Users/[user name]/Library/Application Support/Adobe/Lightroom/[preset or template folder]/[preset or template filename.lrtemplate] or /Users/[user name]/Library/Application Support/Adobe/CameraRaw/Settings for XMP presets.
Presets can also be stored with the catalog if the option is enabled.
Note: Some preset folders may be hidden by default in Windows. You can enable viewing hidden files and folders via the Control Panel.
For more detailed information, see the documentation on Photoshop Presets, Lightroom Classic Preference File Locations...."

I had found some of that in a search. I wish the settings would hold in CC so they could easily be put on a new machine. I found them but haven't been able to move the presets in LR. Actions, I got done ok.
(.lrtemplate) Presets or templates in the .lrtemplate format are stored at: C:Users[user name]AppDataRoamingAdobeLightroom[preset or template folder][preset or template filename.lrtemplate]
(XMP) Beginning with Lightroom Classic, the existing presets in the .lrtemplate format are automatically converted to a new XMP preset format. After conversion, the new XMP presets are saved at: C:Users[user name]AppDataRoamingAdobeCameraRawSettings
Note: Some folders may be hidden by default. On Windows, enable viewing hidden files via
Control Panel>Folder Options.
