These spots are the result of something going on in development, like not enough of something, or too much of another. The surface of the negatives are clean. These spots are larger than common dust..etc. Can you help me to identify the issue? So dark spots on the negative which appear as white spots once converted.

I’m scanning myself and I found the source of the largest spots.. my sensor. I never stop down to f/11 and focus close, but that has allowed me to see sensor deposits which I never knew where there. The smaller white spots remain, but are not as intrusive and more random.
I’ve sent another couple of rolls to the lab, so when back and sensor clean, I’ll see if I still have a problem. If so, I’ll post some images.

Ah, copying negatives with a camera and with the help of forum members I determined that most of these spots came from a combination of dirty sensor and spots on the rear element of the macro lens. Now, all spots from my gear taken care of and have another couple of rolls at the lab. So, thanks for all the responses. Lots learned on my end.
