I think it is a device at measures the air velocity entering the engine. A few inches or 6 in front of the fins. It is probably an elbow shaped tube so the air comes in and turns the corner going up to the measuring device.

I believe it is a fire extinguisher nozzle. It is located a few inches in front of the fan disc.
