A good experiment would be to remove the sd card, close door, open door, return card. Then see if you are still set to record on the sd.

I typically do the opposite -- remove the CFExpress card so I can import RAW files onto the workstation, but leave the SD in the camera. It sort of doesn't matter to me which card the camera is reading from when it displays images on the rear LCD for review, because I don't use the rear display to evaluate images critically anyway. As long as it continues writing RAW files to the CFExpress card, and JPEGs to the SD card, it's functioning as I want it to.

This has been, and continues to be, my major complaint about the R5, at least my R5. The camera, regardless of my settings (which are correct including checking the correct slot), will revert to card 2 as primary after I remove the cfx card in slot one for downloading. In other words, after downloading slot 1 via an external reader, I have to remember to reset the card preference every time...pretty annoying, but now I mostly remember this is part of the process...but it seems ridiculous to me that the camera resets this selection ever.

I guess I just never realized this was an issue, because I'm writing different file types to the two cards. It makes no difference which one is considered "primary," as all of the RAW files are present on the CFExpress card anyway.

It shouldn't do that, but as I described earlier, my R6 also has certain quirks that are not present with my R6II. The camera has recent firmware? Have you installed the new 2.0 release? (it doesn't add much but also has 'bug fixes'.)
After putting the CFe card back in, pop the SD out and back in and see if that changes anything. Another option might be to not close the card door after removing the CFe until you put it back in the camera.

I know there are 'workarounds', but IMO is makes zero sense for the camera to override my selections ever...Minor nit I know, but it is still there. I haven't upgraded to 2.0 yet given how minor it is, but I will at some point.

I'm sure this was considered/discussed by the programmers and UX staff. Basically, I think they made the decision to 'override' your selection because it's impossible to program a camera to know what you intend to do when you leave only one memory card inserted and close the memory card door. Maybe you don't want to use the card you removed anymore. Maybe you will want to use it again, but you want to continue shooting without it while the data is being copied.
When the door is closed, it's possible for the photographer to begin shooting immediately. And it would be bad for the user experience if the photographer tried to take a photo and couldn't because there was no memory card in their preferred slot. So if the door closes with one of the slots occupied, they chose to mark the occupied slot as 'primary,' allowing the photographer to shoot without the distraction of an error message or a prompt for approval to write to the other memory card.
Although this might be annoying, they likely thought it was the least-sucky of the possible outcomes. If a photographer forgets to replace the 'primary' memory card, and they begin shooting, their photos are still recorded. If the photographer later reinserts the preferred card, the camera is going to continue writing to the card in the slot it's been writing to, in order to keep the files together. This prevents the photographer's work being split across cards, and lowers the risk that shots get lost or accidentally deleted.
This might be annoying, but it's probably the solution that leads to the fewest complaints from angry photographers. "I don't like the way this behaves" is a lot easier to deal with than "I missed shots" or "I lost the cutting of the wedding cake and mother/son dance pictures because they were on a different card than the rest of the images."
Obviously those scenarios all involve at least some error on the photographer's part, but I think they're trying to minimize the risk of data loss due to user error.

I think there is another thread on FM that discusses this, but moondigger's post just above gives the rationiale quite well.
Just one other suggestion/workaround. When you remove the card, the "problematic" behavior doesn't happen if you remove the battery first. That is my workflow since I usually want to charge the battery (or switch it) whenever I pull a card.
