It seems very strange to me that Fuji decides not to produce more X100V but to use the same sensor to make enough X-S20 to sell at a lesser price point.

All that means is the sensor is not the thing limiting X100V production. The X100V has a leaf shutter in the lens and I think a machined aluminium rather than cast body, plus a number of other things that are probably unique to that camera. It may be that production capacity of those things rather than sensors is the limiting factor.
