A couple of weeks ago I made a trip out to Mount Rainier National Park. Conditions looked favorable for astrophotography, so after photographing sunset I stayed up until almost 2am in order to see the alignment of the galactic center rising directly from the summit of Rainier. I do not use a star tracker, just the Sony 20mm f/1.8 lens - the sky is a single 10s exposure, and the foreground is the median of six 10s exposures.
Nice images and a great location. As for the out of focus foreground, depending on the camera you are using you could focus stack and eliminate the foregrounds being so out of focus. Would definitely help eliminate that distraction.
