Thanks! I just called my local dealer where I purchased my lens and they confirmed that this IS a partial recall from Sigma, and there is even a precise serial number (I can't recall what) which indicates the specific lens which is the latest one produced to require the fix.

I posted the serial number, it's ones beginning with 5504 and above
There have been updates to the housing to make the lens much more dust resistant.
This has taken affect on serial numbers starting with 5504 and above. According to slickdeals, this fix has been around since at least December 2020 and Sigma fixes it under warranty, though some retailers still have older stock.
Do warranties still unofficially transfer beyond the original owner?
I bought mine used from B&H within the year the lens was released. I thought I would be covered under their 1 year warranty but I had to pay about $120 for Sigma US to replace the rear housing and seals. It collected just as much dust after the replacement (I don't live in a dusty environment and rarely use it).
Sent it back again for re-evaluation and cleaning. Still the same story.

I keep dragging my feet about getting mine cleaned, but this brings up a question: don't Sigma lenses from US dealers have a 4 year warranty?

Yes, all Sigma lenses in US come with 3 years extra (total 4 years) of warranty.

Yes, they do. I was charged for half of the cost for repairs because I bought it used, according to "the" sigma rep. But my issue is that the dust accumulation still occurs after the repair. My hands are tied because their argument (while a fair one) is it's a zoom lens, it's going to suck in dust. Tell that to my 12 year old Canon 24-70 mk1...
Finally got around to sending mine for the dust issue. Turnaround time was two business days after it was received by their NY service center. I also sent my 100-400 along for the software update that could only be applied at the factory.
It appears they replaced the entire lens, as it has a different serial number. Lens that was sent in had a serial 543XXXXX and the new one is 957XXXXX. Looks good optically in the limited sample shots I did around the house, cosmetically looks like new.
Curious if anyone else that sent theirs in had the whole lens swapped?
Is there any evidence that Sigma fixed this issue with recent batches?
It's easy to remove the front element and remove dust particles but I have never seen a recently released lens with so much dust inside.

I sent in mine, they replaced the rear housing so the lens has a different serial #.

Was the 24-70DGDN the lens that was replaced entirely? This is what concerns me and keeps us from sending ours in. We have two fairly centered and sharp copies, and I would hate to send them in and get copies that aren't as centered.

ADDED CUSHION 1
Any idea what that might mean? It sounds like they are adding something in to perhaps prevent the issue for your copy in the future? Makes me wonder if I should sent my copy in too. I've been using mine quite a bit more recently and have noticed a pick-up in dust because of that.

I wondered about that too. I'm guessing that 'cushion' might mean a gasket or seal of some sort.
I already got this incredible lens and have had no dust issues at all for about a year now. I guess maybe i got lucky and got a newer improved sealed version. I did go thru 2 copies to get a golden aligned copy. I got mine from b&h.
Besides we should see a new sony 24-70 2.8 gm ii this year so might want to save up for that if one hasn't gotten the sigma. Honestly tho the sigma is an amazing lens. I use it for landcapes and events. Super sharp and wonderful rendering + smooth bokeh.
