This shot was totally doable in one using Lightroom 4 with the gradient tool and by pulling the shadows up in the foreground and the highlights down on the sky. The only reason it was double processed in RAW was to keep the contrast, by pulling the shadows you lose alot of mid-tone contrast. This is something I struggle with myself.
