Budget is still somewhat fluid, preferably under $4500.
However, because this event includes ceremony at the bride's family home, church wedding and reception, it may be a whole day event and necessitate higher charges. The duration depends on when the cultural ceremony and church wedding occur. Cocktail/reception at 5 PM.

It all depends on the photographer that you'd like. There are some who will give you all their time and install some new plumbing for $4500 and some who will need double that for all day coverage. It's really just a matter of loving someone's work and finding someone who suits your budget.

Is it common practice for photographers to provide only medium-resolution images (print 5x7 or 8x10) as part of package and charge more for high-resolution images?

You're going to find that a lot of photographers do things a lot differently from one another, charge fees that range wildly from one another. I don't think there are "standard practices" and it all comes down to how that individual photographer or studio feels that their value and pricing is best balanced with what they are delivering.
Some photographers will give you full res if you get files at all. Some will give you only facebook/web res images. I offer "medium res" files with my lowest package, but deliver high res files with the upper tier packages.

I bet there are literally 5,000 photographers in the Bay area. If you've googled, what didn't you like about who you found?
As for your digital image question, files that are sized to 8x10 are plenty large for just about any application (outside of printing very large, or a very large album size). Do you feel like you need larger resolution, and if so why?
