I would recommend the Sony RX1. I am thinking of getting one myself. You can get a used one for $1,200.

It's slightly bigger and heavier. Do you really need the EVF for street photography? IQ wise it's hard to beat. The Pen F and Panasonic-Leica 12/1.4 would make a really nice combo, but it's expensive and the IQ from the RX1 is still better.

While image quality of the RX1 is great and lens is really great, I still think the EM10 has some features that really make it shine for street photo work. These include, small size, tilt screen, touch screen, fast, accurate focus, excellent in body stabilization. Also costs new about half what an RX1 costs used. Who knows, you might want to use a different lens every once in while. Can't do that with an RX1.

I have both an A7II and EM5 mk I. Latter was much more suitable for street photography so I do not think EM5II would be a wrong pick. It is easier to carry, easy to put/hide inside any sort of "container" and comes with much smaller lenses which single handedly helps system pose a less intimidating profile. IBIS is excellent and touch screen was great. Focusing and shooting via it suits street captures.
I have no idea how much you are willing to spend, but a Panasonic 42.5 f/1.2 or at least Olympus 45mm f/1.8, supported by a 17mm to 25mm lens will be a perfect combo. Of course legacy lenses may also be utilized, but they are generally less suitable for fulfilling sudden opportunities.
