Yeah...I am in agreement the person should have messaged the OP on this. (if they are a fellow member here) SO if your reading this....know that most of us are not big bad rule breakers intentionally trying to skirt authority.
But no reason to beat someone up either. They probably thought they were doing the right thing....and the OP didn't get in trouble AND learned that this is against BLM rules.
I am sure there is shady dealings that can happen if they don't implement this rule.
May some walk-up customer use the slot in good health.
Oh...and that is one other reason not to give the slot away....it takes away from the odds of a walkup who IS there and takes the chance to get in.
Just some musings.....lets all get along and play nice.

And I understand why people object to what happened. I mean, it certainly could have been malicious or thoughtless. Not like we haven't seen some pretty extreme examples of that before! I'd certainly encourage whoever did it that if they are a member here that a nice PM would maybe have been a more pleasant way to deal with the situation. Fortunately, in this case, the party involved didn't seem to take any offense!

Anyone that has paid attention to the rampant scalping of half dome permits should understand why high-demand permits need to be non-transferable. As several people have pointed out, it is otherwise too easy for people/companies to game the system and end up selling the permits for profit. Yes, it does stink that once again the vast majority of us that try to do things right end up having to abide by rules created to prevent a greedy minority from profiting from our shared natural resources.

As the OP stated, the rule and its enforcement isn't the issue. It was simple ignorance.
The issue is the method it was handled by the forum viewer who probably knew the rule. Again it may have not been for malicious reasons. We do not know the intent cause we don't read minds

It's too bad the permit(s) won't be able to be used if the OP doesn't go himself -- and I doubt the BLM will increase the walk-up lottery by two even if he "cancels". I've been to NCB once and SCB twice and have seen a total of four other people spread across all three trips.
One last thought -- I think BLM will only allow you to reschedule if they deem the RRV road "impassible", a word they have a very loose definition of.
When I went in Jan a couple years ago, there was 6-8 inches of gumbo mud in every wash and a couple spots that submerged the differential on my 3/4 ton truck. BLM thought the road was good to go and there was an unattended Honda Civic in the trailhead parking lot that was going to be there until a) a hard freeze or b) summer.
