If I were to own an a7cr and an iPhone 15 pro could I simply plug the camera into the phone with a USB C cable and transfer raw files? And the same thing with an iPad with a USB C port?

Also I tried doing this with my iPhone 14 pro with the lightning to usb camera adapter but it said "the device requires too much power". This means I can't use that method to get RAW's on my current phone?

Yes, both my A6700 and A7CR allow this on my 2024 11" iPad Air M2 and my wife's iPhone 15 Plus (non Pro). Both the iPhone and iPad have a File app that’s reads the camera as an external drive, so no different than using an external SSD. You do need to set the camera to the file transfer MSC mode, in my case it pops up automatically on the cameras LCD to select this mode once the iPad or iPhone is attached. I shoot both Raw and Jpeg file types and both transfer over.

As long as the port on the iPad/iPhone is USB-C the file transfer will work, however the transfer speeds can vary tremendously depending upon which USB protocol (the chip behind the connector) was used. The 10th generation iPad is USB-C, however it’s uses an older and much slower transfer speed of USB 2, which is 480Mb/s. My new 2024 Air is USB 3.2 at 10Gb/s, or theoretically 20 times faster, and the new Pro versions are Thunderbolt at 40 Gb/s and 4 times faster than mine. All using the same connector, yes, TB (or USB 4) is 80 times faster than USB 2! While Sony made the new cameras with a USB-C connector and USB 3.2 protocol, unfortunately they went cheap and used the older Gen. 1 chip at 5Gb/s transfer speed instead of the current Gen. 2 at 10 Gb/s. Still, fast enough for file transfers and 10 times faster than the old USB 2 protocol. But they could have doubled the transfer speed for couple of bucks.

Far as the iPhone 15, the Pro version uses USB 3.2 at 10Gb/s. But the standard and Plus models still use USB 2! So file transfers will be 10 or 20 times slower with them. Re your iPhone 14 Pro, since it has a lighting connector, it too used USB 2.

One really nice feature with the newer iPads is you can use a small non-powered USB-C hubs with additional ports to attach other drives or card readers. The iPad has the power to handles multiple USB devices, I have the camera and a 2TB SSD drive attached and copy my photos to both the iPad and SSD for a quick dual backup solution. Any concerns I previously had about having a camera with only 1 card slot are now gone. Even in the middle of a shoot, I can take a 5 minute break and backup my photos to the iPad Air, it is now part of my camera bag.

I use this this functionality all the time (almost daily) with my iPhone 15 Pro and A7CR, worked fine with the A7IV as well.

So nice being able to quickly back everything up in the field without needing to bring more gear with. I would suggest getting a high quality hi-speed USB-C cable though to get max transfer speeds. I use a TB4 cable from Cable Matters and it makes a big difference over the stock Apple USB-C cables.

even then, it can feel slow, or maybe a slow device. I use 15 pro, a hub rated for 5mbps to transfer files from sd to usb and it takes longer than I like. I'm glad it's possible.... as it's really convenient not having to deal with bigger devices.
