Basically an oversized lens cap that can be had for a small fee either in kit with a camera or even cheaper on the used market.
IQ is lacking especially at 16mm with mushy corners that don't improve stopped down. Alas - other kit lenses often don't have a 16mm...
IQ improves considerably after 18mm and reaches okish to good levels. Powerzoom is annoying, build plasticky, OSS is a nice bonus.
Everybody should have one, just because it's tiny and cheap and seemingly transforms an APS-C camera into a miniscule point-and-shoot.
