Sharing the mount with FF means the bodies have to be larger because the mount is much larger, and at the same time there is less focus on dedicated APS-C lenses since FF lenses can be used on APS-C bodies.
The APC-C RF gear is getting down there in size. I just went to camerasize.com and found:
R50Mk2 + 18-55 - 598g
R100 + 18-45 = 486g
For 100g and 1.5" longer, you can carry the R100 + 18-150 @ 666g.
It's not like there has been much focus on EF-M lenses anyway, so that's probably a wash. In a shrinking market, it makes sense to consolidate onto one interchangeable system and plug a few holes in the lineup rather than maintain two incompatible systems.
While RF bodies are getting smaller, there is a limit to how small they can get due to the larger mount. Moreover the focus on small lenses is not there so far unlike EOS-M system which targeted a compact system.
