Since a "plena" is a chamber full of some gas, if this is either a sealed vacuum or pressurized with some gas this does have implications for optical properties.
Refractive Index is the ratio of the speed of light in air and the speed of light in a transparent material. If the space inside a lens is no longer air, but some other gas mixture that light travels a different speed through then it could be used to alter the effects of R.I.. That could result in less (or more) bending of light at the interface of the material and the gas. This could help control aberrations in the optical system that Nikon see an advantage in doing.
If you have reached a limit with the glass and/or coatings, maybe controlling the gas to material interface is the next step in optical optimizations.
