By default, no NR is turned on for RAW images in LR. Plus the displayed image in Library view is rendered at lower quality to speed up display. The Develop view is better. Adobe just added Denoise AI in the Develop panel and it works great, better than Topaz Denoise.
I agree with Brian, 1/640 sec isn't usually fast enough for twitchy little birds. Maybe 1/2000. Pretty sure eye focus on the R7 would have worked well in that situation—I use it all the time for birds and other little critters.
