I do not see that they have to be the same design, Zeiss can release a lens with minor changes and still call it the same. similarly as Leica changes coatings over time for the same model.
Anyway, it remains to be seen. Judging from the price we may not expect a major redesign or anything rivaling Distagon 21mm.

Well, if that is the case, then I presume this is the same design - as you stated earlier. Your surprise at the news indicates that there is another one to be expected? depends of course on what is the source of your information
I don't trust anything I read in a Zeiss press release, because it's so often inaccurate or just silly. However, I would have thought they would at least mention a floating element design if the lens had one (after the 35 mm f/2 fiasco). So it seems the new lens doesn't.
Toothwalker's comments are intriguing.
I still have a soft spot for the old ZF 25 mm, with its phenomenal flare resistance and sharp centre even at full aperture.
