This is my opinion, but I believe this is why the issue started. It was NEVER the issue of actually posting a link to your site, it only became an issue when SEO tactics were being employed.

Well, for what it's worth, I used to post links to my blog (on other FM forums), to technical articles about camera use and *that* was considered self-promotion, even though I had not a single ad or come-on in those links or around them. So it's not that easy, and IMO, it is a loss to the community when I am discouraged from sharing what I know with others. But hey, I don't own or run this site, so when I come here, I'll take off my shoes and be a polite visitor.
