Looks like camera tilt. A 1degree CCW twist would straighten things up.
I think this was shot about 5-10 minutes too late. The sun coming through the buildings would make a neat image, but it fights with the pier for attention in this one. The light would be a little more even, making for an easier exposure. You can always add contrast if needed.
I like the leading line flanked as is. The wood floor looks seriously over sharpened
and it becomes difficult to distinguish the weeds but the white budding flowers are
a charming touch. The buildings across the water looked blurred in some parts
and overly sharpened/compressed in some details. The water lost definition with
the occasional black line or group of lines.
The issues here are of contrast and sharpening. Did you use a filter at all?
I suggest the reverse - Don't over sharpen the bridge and blur the background.

I appreciate the detailed assessment and suggestions.
No filter used (except a protective, high quality, clear filter). It is interesting how the buildings far left are more blurred, despite selective sharpening applied over the entire cityscape. Might be softness at the edges of the lens. I'd have to check to see if any softness was eliminated on the right by a crop but I think this was a minimally cropped image.
