Go down to your local hobby shop and get some thin plastic sheets. They come in various thicknesses. The bottom layer would be 1 solid sheet then you could stack the second layer to build the template to hold the cd/dvd's.
Your other option is to have someone mill down what you already have as opposed to trying to plane it down.
