Depends on which airlines you are flying with and how strict are your airport regulations. Check with them for dimensions of allowed carry-on luggage. One thing that I have noticed is that carry-on compliant tag comes with conditions apply and I have a suspicion that it is meant for domestic flights not international.
I have flown to India with Lowe pro computracker AW without any problems (other than the friendly customs guys, who wanted to make a quick buck). There are many threads around here and gist of it is :
1. Make the bag look light. Even if the weight is ripping your shoulder apart, act as if it is feather light.
2. Be polite and pleasant with airlines staff.
3. If the weight is to much, take out your heaviest body and lens and stuff it in your photo-vest or hang it on your shoulder. You can put it back in before entering the aircraft.
What Kartik said ; also, if you plan on getting on short haul flights using small planes, be prepared to have to check in any sizable hand lugguage, no matter what the actual rules are.
I always use a seperate, slightly smaller insert inside my large-ish carry-on , which holds the most valuable items and is easily taken out if I have to, plus a sturdy case for my laptop.
Ive flown over 15 (All international) hours in the past 10 weeks with my Mountainsmith Borealis which when packed to the gills so to speak, weighs about 15 kilos and is wayyyy too big for the official carry on bag size. I have not had a single problem, not even a query. I think its really about how you carry the bag. Hint: carry it on your back when you check in, both shoulder straps on, then they dont 'see' so much of the bag.

I will have an alternative bag with me so if they demand that I do check it I will repack my stuff.
