This is the center of politics in Burlington, Vermont. I have always been puzzled by the deer statue and the deer in the city seal. If there has been a live whitetail within city limits in many, many years, it must have been a badly confused animal. After asking several old timers about this puzzle, the most interesting answer has been from an ex city commissioner: (Long pause, contemplative look, then) "It's the gamboling, Cal - it's all about the gamboling." I think I have that spelling correct...

Not so sure about the gamboling but looks a little intoxicated to me. Unlike our politicians surely?

In my home town their are several waterfalls incorporated into the Parliament House structure. They are said to represent the tears of the taxpayers in this state who have to stump up for our overpaid politicians.

Bill, the artist did come up with an awkward pose, you are correct. He/she was striving for "leap over the fence" I think, but it came out more like "run like hell away from city hall." Or unfortunately, perhaps "shot dead and going down." All the more puzzling as to the whole intent...
