Interesting. I like the post processing treatment and the composition. I think it might make it a little more interesting if the sky were more dramatic or not as monotone (just my very humble opinion). Good luck!

I almost looks inverted to me. I think its a nice Urban shot, but with the sky being so unnatural, it takes away from it a bit to me. Maybe re-shoot in the dark. Seems like this is the effect you were going after but was daytime? Just my opinion.

Chicago is my favorite US city - it's a robust juicy city just pulses with life and energy. This Chicago is strangely quiet, a little unsettling, a little unreal. It's like something very very bad happened in Chicago the day before this image was taken.
This is NOT a criticism. I really like the aura you have created and I have interpreted for myself.

I am glad about your interpretation and feeling of the image.
I wanted to have a strange unreal feeling in the photo. I had a hard time coming up with an appropriate title. I first thought was "Once Upon a Time in Chicago" but thought it was to soft invoking flowers and happy children. Then considered "Dreamscape" but finally settled for the unimaginative "Cityscape", which also was short enough to fit in the title box provided for the posting . But after the two first comments about the sky and it being unnatural I thought I needed to go with another title to show it was my intention. So back to my first thought for a title (there are also mystical and even horrific fairy tales ).
PS: I agree with your assessment of the real Chicago, it can be found at the end of the el-track in the image .

I learned a while ago when I started posting here is that, if your image has to be explained to much, then your point isn't really getting across, therefore not getting the results you want. This scene seems easy enough to re-shoot (if you have the opportunity) I think the potential can be there but right now, the overall effect I don't believe is getting across........be as it may, that is why this is open for your own interpretation.

Actually for me, the frozen in time, unsettling quality of this image speaks volumes for itself with or without any title at all. I'm very drawn to the unreal urban quality of it without any explanation.
I think this is awesome! I'm from Chicago, so know the city well. I would agree that it is absolutely amazing that you found a moment so quiet, ever. I like the "surreal" quality to it ~ kind of a fresh approach to an oft-photographed city.
I also know that flat skies are pretty much a beast to be contended with on many, many a day.
I like the composition but to me the filter effect I cant decide but I think Im not fond of it. I think its the presence of the heavy shadow with the dark sky.

I had to wait for quite some time for a moment with little traffic and the appearance of the el on the oncoming track. I was lucky to have the overweight person in black step in to the scene and wait for the traffic lights just as the el arrived.
