Although I would personally counsel against music on a photo website, here is some information about getting licensed to use copyrighted popular music on a website.
This is website use only, not use with slideshows sold on CDs or DVDs--that's a "sync" license that costs much more.
Both BMI and ASCAP have sites to apply for annual website use licenses, but I only investigated BMI. This license permits the use of any and all their music for one year.
One of the questions asked is: "Does your website generate revenue?" This would mean if it generates revenue directly (such as having a shopping cart function). I answered "yes" to that question the first time.
Then it asks how much annual revenue do I expect. There is a question to the question: How much overall revenue will the business gain, or how much do I expect to gain from the site alone?
$10,000 estimated annual revenue costs $257.50, but the minimum is $309.
$25,000 estimated annual revenue costs $437.50.
$50,000 estimated annual revenue costs $875.00
$75,000 estimated annual revenue generated error: "Cannot be completed electronically as the annual revenue exceeds the limit. Please contact [email protected] for assistance."
The application only creates a session cookie, so with a restart of the browser, I began the application anew. This time I told it that my website did not generate revenue, but that it was branding for a business (a "Corporate Image Website").
This time the question was: "Please indicate your estimated annual page impressions ("hits" I guess).

Exactly right, good write up. Slideshows and sync is REALLY expensive...for any popular music.
