Quite often I will see a post that states Camera X outperforms Camera Y in terms of noise by 2 stops.

How is that measured? How do you know that the noise is the same with Camera X set to ISO 3200 and Camera Y set to ISO 800?

Is this just an eyebeall estimate or is there some measurement method being used?

I'd say it's an eyeball measurement, but I'm just guessing.

I suspect it is copied from elsewhere. DxO has some automated analysis, I have not used it, but It is probably simple enough to impliment an algorithm that measures the variation in pixel values - finding the closest match for whatever metric could then lead to the X/Y claims.
