I want to mount my SmallRig iPhone Cage to be 'suspended' above my [Z9 fwiw] not entirely unlike how for example a flash bracket with an Arca Swiss clamp on one end can attach to the 'vertical' of an L-Bracket and have a 'horizontal' surface with coldshoe etc for the flash.

So, to be clear: The 'bracket' I imagine would have an Arca-Swiss clamp at one to attach to the Camera-mounted L-Plate, and, it's other 'strut' would have some way of attaching the Small Rig Cage. I do not want to put my iPhone on my camera's hotshot in a mount.

Any suggestions much appreciated. I do have one of the older RRS 'Wedding flash brackets' so conceivably if there was a way to attach the Smallrig cage to that , that's an option.

I’m not sure which version of the RRS bracket you have and I’m not home to look at mine, but there’s definitely ways to attach the cage to the bracket. Look for a cold shoe to 1/4 20 mount and then a nato clamp to thread into the 1/4 20 mount. There’s a number of ways that you could make that work for sure. SmallRig may have something that works or Kondor Blue. There are other options out there if you take the time to browse through B&H and Amazon. What will help is figuring how to attach the go between to the RRS bracket and how you will attach the go between to the the cage. The first link below shows an example of a cold shoe to 1/4 20 that could work if you have the cold shoe attached ent on the RRS bracket. Good luck in your search.
