Yes it's true, f4 on Fx is about the same net DoF as f2.8 on APS-c, all else equal -- but the relative exposures are not So while you might "lose" some shallow DoF isolation capability with APS-c, you gain DoF for equivalent exposures; and frankly speaking for myself and the way I use my small camera most, the latter is beneficial far more often than the former. (Respect YMMV.)

In my case, when I want shallow DoF, I pull out my GFX and a couple adapted f1.4 lenses

That's certainly fair. I looked at the Fuji 16-55 f2.8 because I wanted something like my Canon 24-105 f4 L on a smaller system.

(I ended up using the kit lens for a while, and then switched to the Sigma 18-50 f2.8).

Chasing optical excellence is one business strategy. I just don't think that's Fuji's vision, so that's why an optically excellent, very large lens in the Fuji system looks and feels a little clunky, and a little contradictory on a smaller sensor.

I think lenses that are made to be large and heavy for the purpose of light gathering are becoming obsolete in light of IBIS. I think these brands are making these ever-faster lenses because of better control over depth of field.
