The R5 has IBIS so that focal length range doesn't really benefit that much more from optical IS in the RF version. Based on the brief comparison I did of the RF against the v2 EF, I didn't see image quality difference that would sway me one way or the other. Going with the EF will save you a lot of money now and give you time to decide options. IMO if you're planning to also do video, 24-70 is a bit restrictive on the long end and I prefer 24-105. The new 24-105/2.8 is a fabulous lens in many ways and completely outclasses the 24-70 options, but is also very expensive.
I agree that if you're going to spend on RF now, it's the 70-200 that is worth getting instead of an EF version (if you're OK with no TC compatibility).
