Where was the photo taken? Looks very lightly built to be an eagle, and eagles have much heavier bills. I'm assuming not North America anyway, since tawny eagle is definitely not North American (and neither is mopane), but all of the North American birds that are close have yellow nares, which this bird definitely does not. (several of the hawks here are pretty similar in dark phase)
