A small "cast net" like shown in your pictures is not typically used for commercial fishing, it's just too small and wouldn't be practical. Where I live currently, for instance, the mullet and shrimp boats are not allowed to drag large nets behind their boats in the bay or in shore area and have to follow specific rules or they can be fined or even lose their commercial license.
So, I'm a little torn on your post, because I used to throw a small cast net myself now and then... but not habitually, nor commercially... but before I put my boat out, I'd throw a cast net in-shore like that to grab bait, throw them in the bucket, that eventually got dumped into the live-well in my boat then I'd head out. I'd be in and out in a few minutes, and don't "think" I disturbed anyone much more than a typical family that brought noisy kids to play with their boogie boards in the surf and make sandcastles
Back in the 70's, some of us guys used to line the shore of Plum Island Ma with long surf rods, usually fishing for blue's when they were running. Nasty fish, lots of teeth... I don't see it as a new issue, maybe just a resurgence of popularity, maybe even economically driven or culturally driven by new residents?
If these guys are hitting one spot repeatedly and daily, I could see where it might be a nuisance... but if they aren't breaking any laws and if they are supplementing their own personal refrigerators to feed their family... well... I have a hard time faulting them as much as it screws up your shot and disturbs some of the local wildlife. It sure beats shoplifting a convenient store, just making sure they don't take over the limit to be prosecuted like is so common on the news today....
BTW, you did get some nice action shots out of the deal, so, well done!
