It's (plastic) not an RF thing.
Just of the lenses I have owned, EF 16-35 f4 L and EF 100 2.8 L Macro were both plastic.
Earlier 100 2.8 Macro and 17-40 F4 L were metal.
EF 100-400 II's extending barrel is plastic.

I don't think they are the only EF plastic and all are L lenses.

The ancient 100-300/5.6L was made completely out of plastic, in the EF-35/2 non-IS style.

Pulled out mine out of the cabinet recently, as I got R6/2 and finally got a stabilized version. But it's currently just a collector's item, consumer zooms like 70-300 DO IS already caught up with it in the long end at the same aperture.
