Define "heavy duty" ... your application for that could be a factor.
That said, I've recently upgraded to my MacBook Pro with the M2 processor. The rig I came from is an i5 8400H, first fitted with 32GB RAM, later upgrading to 64GB RAM. This isn't "go Mac" thing, it is just to show the progression. I think that no matter when / where we "jump in" at, there will come a time when we feel like it's "time" to upgrade.
For most of my needs, the increase in 64GB RAM wasn't very noticeable, so I find the sweet spot to be 32GB for a lot of folks. 16GB is a bit short, imo. That, and the newer i7 14 core CPU, with a dedicated GPU will certainly perform beyond my former i5.
Others will may have different perspectives, but ... again, define "heavy duty" photo editing. If you're talking about a lot of edits on a single image(s), or are you talking about bulk editing of many images, and massive imports / exports of thousands of images, or just something that is well suited to all day long working on edits.
A little help here may garner you some better feedback, regarding your desired use case.
