There are post-processing techniques for up-sizing images using Photoshop and other apps. One way is to repetitively upsize by relatively small factors. For example, if you want to increase the image size by 100% (i.e. make it twice as big), an old technique is to upscale nine or ten times of 10% each.
However, you're hoping to magnify something like ≥20X, which is asking a lot. Definitely talk to a pro. Also, keep in mind that the final print may not look as good as something like 8X10 because magnifying so much will magnify noise and artifacts, and color/clarity may not meet your expectations.
