I have a pic taken with iPhone that I would like to print at 20x30 or larger. Are there people who specialize in taking small landscape files and making adjustments (photoshopping) to improve the image and make it more sense so it can be printed at 20x30? Would you know a reasonable cost for this?

IMO, Making a 20x30 out of an iPhone photo will require some considerable skill.

Thank you. Maybe I should also look to see if a plug-in can make the photo look more like a less precise painting.

There are post-processing techniques for up-sizing images using Photoshop and other apps. One way is to repetitively upsize by relatively small factors. For example, if you want to increase the image size by 100% (i.e. make it twice as big), an old technique is to upscale nine or ten times of 10% each.

However, you're hoping to magnify something like ≥20X, which is asking a lot. Definitely talk to a pro. Also, keep in mind that the final print may not look as good as something like 8X10 because magnifying so much will magnify noise and artifacts, and color/clarity may not meet your expectations.

You might want to look into Topaz Gigapixel software. It specifically upsizes smaller images and also includes noise reduction and sharpening if needed. You could try a demo version of the software on your image. If your original image is good quality to start with you might be surprised what you can get.

All they are going to do is run it though some kind of up-res software, which many people here could do for you I'm sure. Maybe a few other quick tweaks. After that you can just send it to your printer of choice. If you don't want to do that, just make sure you aren't paying much for whatever service you use as this is most likely a very low effort job. I'm assuming it was shot in JPEG which means editing leeway will be very limited anyway.

20X30 is pretty big for what I assume is a 12MP photo but as long as you're not expecting miracles and as long as the viewing distance for the print isn't too close, you will probably be satisfied. If you print it on canvas that also helps as it's a very forgiving medium.
