I have seen some photographs that were bleached using Farmer's Reducer, either in very select areas by using an artist's brush or over the entire print. This specific technique can't be applied to ink jet prints.

Does anyone know of a technique to produce similar bleach effects either in specific select areas or over an entire image by using Photoshop, Lightroom or some other software? It is not as simple as dodging or overexposing.

You might want to post a few links to examples you're trying to emulate, but lowering saturation is likely to get you most of that way I think. Do this by colour rather than general, use the HSL panel for global colour desat by colour and brushes or PS layers with masks for local.
