I don't have a definitive answer but rather want to say it's interesting you experienced this because the general understand appears to be that e-shutter has few fps speed limitations compared to the mechanical shutter modes. But it's possible most who have used older lenses in e-shutter H+ used cameras other than the R6II (or R8) that otherwise only reach 20 or 30, rather than 40fps. The 200/2 is not listed as supported in the above link, which isn't surprising considering it's a pre-2010ish lens. It's possible in e-shutter, regardless of camera, it might only reach ~20fps. With the R6II capable of 40fps, it would be much more noticeable that it's slower than other, newer lenses, than if used with the 20fps capable R5 or R6, or even the 30fps capable R3 or R7.
The only other factor I could think of, that could reduce the frame rate, was if the aperture was at a setting other than wide open. Was it?
I also noticed this clause in the above link:
Ambient brightness and other factors may reduce the continuous shooting speed.
If so, you can counteract slower continuous shooting by selecting [Suppress lower frame rate] for [Smooth] in [Disp. performance].

I wouldn't have thought EVF display performance would be tied to the camera's fps capabilities, but perhaps it is a factor. I would think if this was the cause, then it would have also affected the other lenses you used that were able to reach 40fps. But maybe something to check anyway?
