The 200-600 mm is an amazing wildlife lens for the price, and as others mentioned, it would future-proof you if you eventually get a full-frame camera. I have used that lens with the A6600 and got some good BIF shots (see attached). I have also used the A6600 with the 100-400, but for birds that extra 200 mm reach is invaluable much of the time.
The negative of using the bigger lens would be the huge size difference between the camera (especially the 6400) and the lens. The Sony APS-C 70-350mm would be more comfortable to work with (and carry).
The 6400 has the same AF as the 6600. To be honest I found it to be a very frustrating camera, which had nothing to do with the lens combo. If I recall correctly, it was very annoying that while the camera had animal detect 'capability' it wouldn't work with AF-tracking. I think I didn't bother using the animal detect and instead just used Wide area AF (non-tracking) for BIF.
I suggest looking for posts by FM member "zackiedawg" who uses the A6600 & the two full-frame tele-zooms to great effect.
