If a photograph with a sharply focused person and a OOF background is not about Europe... What if the people are blurred and the background is in focus? Does that make it even more "about Europe?" ;-)

You can photograph "Europe" and/or people in Europe with large apertures or small apertures. Sometimes blur is useful and it can tell the story effectively — whether it is foreground, background, motion, soft focus blur. Sometimes it makes more sense to have everything in focus.
There's no right or wrong way to "photograph Europe." You can use large aperture primes, modest aperture primes, zooms, tilt/shift, view cameras, your phone, whatever.
The question is not "what is the right, official, approved way to photograph Europe?" It is, "What equipment works for the way I want to photograph Europe?"
