It appears that I did not answer the original question. No. The 430EX II does not have an individual manual slave mode. That said, it is quite easy to control MANUAL output of any EX FLASH in SLAVE MODE from your camera.

Well, that was quicker than I thought it would be. To use the 430EX II as a manual slave, driven by the 90EX master:
Put 430EX II into SLAVE mode. (there is only one slave mode, no 'manual slave')
Mount 90EX on camera.
Go to Flash Control (varies by camera) in your camera's menu system.
Turn on Master mode (varies by camera) in the camera's menu system.
Choose M(anual) Mode from Flash control menu.
[now to set manual power level(s)]
For all slave units at same power, set ALL in the menu.
For different power levels on multiple flashes, set [A:B], or [A:B, C]
[if using either of the above, you have to assign Group [A/B/C] on each 430EX II unit]
Adjust manual output for each group in the camera's Flash Control menu system.
If you select ALL, there will be only one output level selector. If you select A/B or A/B/C, there will be individual selectors for each group. A group is allowed to have any number of flash units, including ONE.
If this sounds a bit complicated, just try it. Everything is on one screen, at least on my 6DII.
